Importing Indian Chickpeas into the UK: Tariff, Documents and Checks

Commodity code and duty. Dried, shelled chickpeas are declared under UK commodity code 0713 20 00 00. The UK Trade Tariff lists the third country duty (the rate that applies to India) at 0.00%, so no customs duty is payable on a standard commercial import. The Tariff also shows VAT at 0.00% for this code. Your customs broker should still confirm the duty and VAT treatment on your entry date, as the Tariff is updated regularly.

Organic control. The Tariff carries an import control for organic products on this commodity code. A consignment from India can clear in one of two ways: with a Certificate of Inspection for organic products (document code C644), or, if the goods are not being sold as organic, with an exemption statement (document code Y929). Without a Certificate of Inspection, goods are not released for free circulation unless organic references are removed from labelling, advertising and accompanying documents. In practice, tell us at enquiry stage whether the lot will carry an organic claim, so the paperwork is prepared correctly.

No health certificate is listed. The Trade Tariff page for 0713 20 00 00 does not list a food health certificate as a requirement for chickpeas. Plant health controls are a separate check, covered in the importer checklist below, and the lot must still meet GB food law on contaminants and pesticide residues.

What UK Importers Check Before Buying Chickpeas from India

Size and count. Kabuli chickpeas are graded by count per ounce, so a lower number means a bigger seed. Our range runs from 38/40 (approx. 14 mm) down to 80/85 (approx. 6-7 mm): see 38/40, 42/44, 46/48, 58/60 (approx. 9 mm), 75/80 and 80/85, or the full kabuli chickpea range. Sizes are approximate and vary by origin and season. Desi (black) chickpeas are offered as 7 mm, 8 mm and 9 mm kala chana. Moisture is 12% maximum on all grades, and the HS code is 0713.20.

Container load and MOQ. A 20ft container carries about 24-25 MT of whole chickpeas (28 MT in a 40ft high-cube). We sell full containers only: the minimum order is 1 x 20ft FCL.

Plant health paperwork. Great Britain classes imported plants and plant products as high, medium A, medium B or low risk. Low-risk goods are exempt from plant health controls, while higher categories need a phytosanitary certificate issued no more than 13 days before or after the consignment leaves India, and high and medium A goods also need pre-notification on IPAFFS. The GOV.UK guidance page does not itself say which category dried chickpeas fall in, so confirm the current category for your commodity code with APHA (or SASA in Scotland) before you book. We can supply a phytosanitary certificate from the Indian plant protection authority on request.

Contaminant and residue limits. Maximum levels for aflatoxins (Regulation (EC) No 1881/2006) and pesticide residues (Regulation (EC) No 396/2005) continue to apply in Great Britain as retained legislation, as published on legislation.gov.uk. Importers usually ask for a recent certificate of analysis for each lot, and we can arrange this with a pre-shipment sample.
