Indian Wheat Flour and Semolina Export Opportunities in African and Middle East Markets

India's wheat flour and semolina exports are rebounding in 2026, with shipments projected at 420,000 MT valued at $185 million. African nations account for 45% of Indian flour exports. FOB prices for Indian wheat flour at $340–420/MT remain 15–20% below Turkish and Kazakh alternatives.

India's Flour Export Revival in 2026

India's wheat flour and semolina export sector is experiencing a measured recovery in 2026, as the government has eased some of the export restrictions imposed during the 2022-2023 food price crisis. Wheat flour exports are projected to reach 420,000 MT in FY 2025-26. India's massive wheat milling capacity — over 25,000 flour mills with combined daily capacity of 450,000 MT — provides enormous exportable surplus potential when policy conditions permit. Sub-Saharan Africa remains the anchor market, with countries like Somalia, Sudan, and Ethiopia dependent on affordable Indian flour for food security programs. The Middle East and North Africa (MENA) region represents the growth frontier for semolina and specialty flours.

Product Specifications and Quality Parameters

Indian wheat flour for export is typically milled from MP Sharbati and Lok-1 wheat varieties, producing flour with protein content of 10–12%, gluten content of 8–10%, and ash content below 0.55%. Semolina is milled from durum wheat varieties grown in Madhya Pradesh and Rajasthan, with granulation specifications of 300–600 microns for pasta-grade. Moisture content must be maintained below 13.5% for flour and 14% for semolina. Fortification is increasingly mandated by importing countries — Somalia, Ethiopia, and Kenya require iron and folic acid fortification, adding $8–12/MT to processing costs.

Importer Advisory

Verify that your Indian flour supplier holds FSSAI export license and can provide fortification certificates if required by your country's import regulations. For African market shipments, specify fumigation with aluminum phosphide (not methyl bromide).

Market Access and Competitive Landscape

India's primary competitors in African flour markets are Turkey (the world's largest flour exporter at 6+ million MT annually) and Kazakhstan. Indian wheat flour's FOB price advantage of 15–20% is the key differentiator, particularly for price-sensitive humanitarian procurement channels. In the MENA region, Saudi Arabia, UAE, and Oman import Indian semolina for both industrial use and the large South Asian expatriate population. The Indian government's Open General License system for flour exports provides relative policy stability. Radiance Overseas supplies wheat flour and semolina in both bulk and retail packaging, with capabilities for custom fortification blends.
